The Georgia Department of Community Affairs (DCA) has allocated over $6 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to support homeowners affected by tornadoes in January 2023. The program, which began in May 2025, is funded through Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development.
Since its launch, more than 300 surveys have been completed and over 200 full applications have been submitted by homeowners seeking assistance. The HRRP aims to help restore homes damaged by the storms through rehabilitation, reconstruction, replacement, or elevation for both traditional and manufactured housing.
Homeowners interested in applying must first complete a pre-application survey available online at georgiahrrp.com or by phone at 678-233-2590 during business hours. DCA encourages all impacted homeowners to participate in the survey process, even if repairs are already finished or eligibility is uncertain. Those who have previously completed a survey do not need to submit another one.
Eligibility requirements include owning and occupying the damaged home during the disaster, maintaining ownership through final inspection, using the home as a primary residence at the time of the event, residing in one of seven HUD-recognized disaster-declared counties—Butts, Henry, Jasper, Meriwether, Newton, Spalding, or Troup—and having an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.
