DeKalb County Board of Ethics sets February meeting; school enrollment trends noted

The DeKalb County Board of Ethics is scheduled to hold its regular public meeting on Thursday, February 19, 2026, at 6:00 p.m. The meeting will take place at 178 Sams Street, Room A1201 – A & B, in Decatur, Georgia.

The agenda includes the call to order and adoption of the agenda. Administrative items are set for discussion, such as approval of the minutes from the January 15, 2026 board meeting and the introduction of a new member to the Board of Ethics. Reports from committees and an annual and monthly report from the Ethics Officer are also planned.

The board will review several preliminary cases: Malcolm Peeples v. Noah Hightower (Case No. 2025-12), Toni Covington Graham v. Emily Brian (Case No. 2026-1), Quinton Wright v. Rekejean Galbreath and Lascelles Powell (Case No. 2026-2), Carleshia Powell v. James Holloway (Case No. 2026-3), and Robyn Morgan v. James Holloway (Case No. 2026-4).

There will be an opportunity for public comments as well as remarks from members of the Board of Ethics.

An executive session is scheduled to discuss pending litigation and personnel issues, with motions planned for convening and adjourning this session, along with approval of an executive session affidavit.

The next regular board meeting is announced for March 19, 2026.

DeKalb County schools have seen a decrease in enrollment by 2.2% during the 2022-23 school year compared to the previous year according to data from the Georgia Department of Education (https://www.gadoe.org/). The total number of students enrolled was reported at 98,287 (https://www.gadoe.org/). Black students represented the largest group within DeKalb County schools at 55.7%, followed by Hispanic students at 20.1% (https://www.gadoe.org/). White students made up about 14% while multiracial students were recorded as the least represented group at just over three percent (https://www.gadoe.org/).
